RDW on truck toll in the Netherlands: on-board unit (OBU) must always be switched on

ZOETEREMEER, Netherlands, May 19, 2026 /PRNewswire/ — The Netherlands will introduce the truck toll on 1 July 2026. Enforcement will also begin on that date. Enforcement is aimed at encouraging the correct use of the OBU and preventing violations, thereby creating a level playing field for all carriers. At the same time, discretionary leeway and the human touch are taken into account.

With the introduction of the truck toll, truck owners will have to pay per kilometre driven on roads where the toll applies. The kilometres driven are registered using an OBU. The OBU must always be switched on while driving in the Netherlands, even on roads exempt from the truck toll.

Preventing violations

The Netherlands helps carriers comply with the rules by providing clear information about the regulations, inspections and the responsibilities of vehicle owners and drivers. By clearly explaining what is expected and what to do in the event of a breakdown, for example, misunderstandings and fines can be avoided as much as possible.

A common misconception is that exemptions or dispensations granted in other countries also apply in the Netherlands. This is not necessarily the case. Anyone who assumes this to be the case and fails to comply with Dutch regulations, risks being fined.

How can carriers prepare?

From 1 July, every truck in vehicle categories N2 and N3 entering the Netherlands must be fitted with a working OBU. To comply with the regulations, carriers must:

Owners who already have a contract with a service provider are advised to check whether they can extend their contract to cover the Netherlands. If not, a separate OBU for the Netherlands will be required. The service provider is always the point of contact for any questions or technical issues relating to OBUs.

Fines for violations

From the start of the truck toll, the RDW will check whether the requirements are being met. A fine may be imposed for any violations. For the first six months (up to 1 January 2027), the rates are halved:

A maximum of one fine may be issued per vehicle within a 24-hour period. If several offences are detected within that period, only the highest fine will be imposed.

How do supervision and enforcement work?

The truck toll is monitored using fixed equipment above the road and mobile equipment at the roadside. A human assessment is always carried out before a fine is imposed. The fine is sent by post to the vehicle owner. If no address is known or collection proves impossible, the vehicle may be stopped by the authorities. The fine will have to be paid immediately.

Milano, 19 Maggio 2026. Quando accendiamo la televisione e troviamo un film alle 21:30 o un programma nel primo pomeriggio, raramente ci chiediamo cosa ci sia dietro quella scelta. Eppure, la costruzione di un palinsesto televisivo è un processo complesso, che coinvolge strategie editoriali, dati di ascolto e logiche di mercato.

Gli orari dei programmi non sono casuali. Al contrario, sono il risultato di decisioni precise, studiate per massimizzare l’audience e intercettare il pubblico giusto nel momento più adatto della giornata.

Nonostante la crescita dello streaming, la TV continua a occupare un ruolo centrale: in Italia si registrano ancora oltre 35 milioni di contatti quotidiani e circa 3 ore e 20 minuti di visione al giorno per persona (la Repubblica). Numeri che spiegano perché la gestione del palinsesto resti una leva strategica fondamentale.

La programmazione televisiva segue una struttura ben definita, che suddivide la giornata in fasce orarie, ciascuna con caratteristiche e pubblico differenti.

La mattina è dedicata a informazione leggera, programmi di servizio e intrattenimento quotidiano. Il pomeriggio punta su fiction, talk show e contenuti destinati a un pubblico più stabile, spesso domestico.

La fascia più importante resta la cosiddetta “prima serata”, dove si concentrano i contenuti di punta: film, grandi show, fiction e eventi televisivi. È qui che si gioca la partita principale degli ascolti.

E i numeri lo confermano: nella fascia di prime time si concentrano ancora milioni di spettatori, con picchi legati a eventi televisivi di grande richiamo. Basti pensare che programmi come il Festival di Sanremo superano facilmente i 10 milioni di spettatori e oltre il 60% di share.

Uno degli elementi centrali nella scelta degli orari è rappresentato dai dati di ascolto.

In Italia, questi dati vengono rilevati quotidianamente da Auditel, che monitora centinaia di canali e fornisce indicatori come ascolto medio e share.

Le emittenti analizzano costantemente questi numeri per capire quali programmi funzionano meglio e in quali momenti della giornata. Se un contenuto registra buoni risultati, può essere promosso in una fascia più importante. Al contrario, programmi con ascolti deludenti vengono spostati o eliminati.

È un sistema altamente dinamico: secondo i dati dell’AGCOM, anche piccole variazioni di pubblico possono influenzare le strategie dei broadcaster, con milioni di spettatori che si spostano tra canali e fasce orarie.

Un altro fattore determinante è la concorrenza.

Le reti televisive studiano attentamente la programmazione dei competitor. Se su un canale va in onda un grande evento, le altre emittenti possono scegliere se evitarlo o contrastarlo con un’offerta alternativa.

Questa dinamica porta a una vera e propria “guerra dei palinsesti”, soprattutto in prima serata. Non a caso, negli ultimi anni si è osservato un continuo riequilibrio tra i grandi gruppi televisivi, con variazioni anche minime di share che però rappresentano milioni di spettatori.

Ogni programma ha un target specifico, e gli orari vengono scelti proprio in funzione del pubblico di riferimento.

Un cartone animato difficilmente andrà in onda in tarda serata, così come un talk politico non troverà spazio al mattino. Le emittenti cercano di collocare ogni contenuto nel momento della giornata in cui ha più probabilità di essere visto dal pubblico giusto.

Negli ultimi anni, inoltre, si è fatta sempre più attenzione alle abitudini degli spettatori, che sono cambiate con l’avvento dello streaming e dei dispositivi digitali. Oggi il pubblico è più frammentato, ma allo stesso tempo continua a rispondere in modo prevedibile a determinate logiche di programmazione.

Perché i programmi cambiano orario all’ultimo momento

Non è raro che un programma venga spostato anche a pochi giorni dalla messa in onda.

Le motivazioni possono essere diverse: ascolti inferiori alle aspettative, eventi straordinari, esigenze editoriali o strategie di palinsesto. In alcuni casi, anche una variazione nella durata di un programma può influenzare quelli successivi.

Questo rende il palinsesto uno strumento flessibile, in continua evoluzione.

Proprio per la natura dinamica della programmazione televisiva, orientarsi tra i contenuti può diventare complicato.

Questo consente di avere informazioni sempre più accurate, in un contesto in cui anche piccole variazioni possono fare la differenza per lo spettatore.

È stata inviata questa mattina (19 maggio) una nuova richiesta ufficiale di incontro al presidente Eugenio Giani per sbloccare l’annosa questione della gratuità dei trasporti pubblici per il personale pendolare dell’Esercito italiano, sul modello di quanto già avviene in numerose altre regioni d’Italia.

Il sindacato denuncia “una disparità di trattamento non più sostenibile”. Oggi, grazie all’applicazione Board Support, la gratuità o le forti agevolazioni sui mezzi pubblici in Toscana sono già garantite ad altri corpi del comparto difesa e sicurezza, come l’Arma dei carabinieri e la Capitaneria di porto, escludendo di fatto le donne e gli uomini dell’Esercito.

Entrano in ospedale e rubano la medaglia con il Pegaso d’oro della Regione Toscana

MASSA – “È un furto che ci addolora profondamente, per il significato che la medaglia del Pegaso d’oro aveva per l’intera azienda e per tutte le operatrici e gli operatori della sanità apuana”. Sono queste le prime parole di Giuliano Biselli, direttore dell’ospedale Apuane di Massa, a seguito del furto con scasso della medaglia con il Pegaso d’oro della Regione Toscana avvenuto intorno alle 23.30 di sabato scorso nella hall della struttura ospedaliera.

Sull’episodio interviene anche la direttrice generale Maria Letizia Casani: “Siamo profondamente colpiti e indignati da questo gesto che ferisce l’anima della nostra comunità sanitaria. Condivido l’amarezza espressa dal direttore dell’ospedale, che parla ovviamente a nome di tutto il personale di Massa Carrara, che ringrazio ancora per la disponibilità, l’impegno e l’attaccamento alle nostre strutture sanitarie. La medaglia, che è stata assegnata all’ospedale di Massa a riconoscimento dello straordinario impegno degli operatori sanitario nel corso della pandemia da Covid-19, era posta in una teca di cristallo all’ingresso della struttura apuana.

La dinamica ricostruita al momento conferma la presenza di due individui entrati contemporaneamente nella struttura: uno si è rivolto alla portinaia e l’altro ha proseguito.

Dopo circa tre minuti la portinaia ha sentito un colpo provenire dall’atrio, i due individui sono quindi fuggiti dopo aver sottratto la medaglia.

Al di là delle responsabilità penali che ne deriveranno, resta l’amarezza per un gesto che offende fortemente l’impegno e il senso di sacrificio di tutto il personale sanitario.

Secondo gli ultimi dati del Ministero del Commercio cinese, il commercio bilaterale ha raggiunto i 227,9 miliardi di dollari nel 2025, superando la soglia dei 200 miliardi di dollari per il terzo anno consecutivo. Nel primo trimestre di quest’anno, gli scambi bilaterali hanno totalizzato 61,2 miliardi di dollari, con un aumento del 14,7% rispetto allo stesso periodo dell’anno precedente.

Nella precedente spedizione Antonella Bundu era stata vittima di un naufragio ed era stata soccorsa da ong Open Arms.

Una diretta streaming, mostrata dal Times of Israel, mostra commando della marina militare israeliana che abbordano una delle imbarcazioni della Global Sumud Flotilla al largo delle coste di Cipro.

Il premier israeliano Benjamin Netanyahu si è congratulato con le forze navali: “State facendo un lavoro eccezionale, sia nella prima flottiglia che in questa parte, e state efficacemente sventando un piano malvagio volto a rompere l’isolamento che stiamo imponendo ai terroristi di Hamas a Gaza”.

Il vicepremier Antonio Tajani, ministro Esteri, via X: “A Tel Aviv hanno già svolto, su mia indicazione, tutti gli ulteriori passi necessari per chiedere alle autorità israeliane di garantire la sicurezza e l’incolumità dei cittadini italiani coinvolti”.

In un contesto globale sempre più competitivo e complesso, anche per le aziende della provincia di Cosenza il digitale può diventare una leva decisiva per rafforzare la presenza sui mercati esteri, individuare nuove opportunità commerciali e costruire relazioni più efficaci con clienti e partner internazionali. Il vero salto di qualità passa però da un utilizzo strategico e integrato degli strumenti digitali: saper leggere i dati, utilizzare in modo efficace marketplace, social network e soluzioni di intelligenza artificiale, pianificare contenuti e relazioni commerciali in modo strutturato. È proprio in questa direzione – ha concluso Rossi – che Promos Italia intende continuare a supportare le imprese, offrendo competenze, strumenti e accompagnamento operativo.”

L’interesse verso questi temi è confermato anche dai risultati di un questionario dedicato a digitalizzazione e crescita internazionale, realizzato su un campione di imprese della provincia di Cosenza. I dati evidenziano un forte interesse verso il digitale come leva di sviluppo e apertura ai mercati esteri: il 61,5% delle aziende dichiara infatti che vendere o promuoversi all’estero non è ancora una pratica consolidata, ma rappresenta un obiettivo concreto di crescita. A questo si aggiunge un 30,8% di imprese che opera sui mercati internazionali in modo occasionale e un 7,7% che lo fa già in maniera strutturata.

Il livello di maturità digitale appare in evoluzione, con segnali di consapevolezza ma anche con margini di rafforzamento. Il 46,2% delle imprese dispone di un sito web in italiano e in una o più lingue straniere, il 38,5% ha un sito solo in italiano e il 15,4% non ha ancora un sito o lo sta realizzando. Solo il 23,1% dichiara un sito ottimizzato e aggiornato regolarmente, mentre una parte significativa delle aziende segnala siti poco aggiornati, non pienamente ottimizzati o una difficoltà nel valutarne lo stato. Per entrare in contatto con clienti e potenziali clienti, anche all’estero, le imprese indicano soprattutto canali digitali proprietari e social media, entrambi al 61,5%, seguiti da eventi, fiere e networking, al 46,2%, e da reti commerciali e partnership, al 38,5%.

L’utilizzo dei marketplace risulta invece ancora in una fase iniziale: il 15,4% delle imprese è presente su marketplace B2C, il 30,8% li sta valutando e il 53,8% non li utilizza. Anche la comunicazione sui social network mostra un uso diffuso ma non sempre strutturato: Facebook è il canale più utilizzato, indicato dal 92,3% delle imprese, seguito da Instagram, al 61,5%, LinkedIn, al 38,5%, e WhatsApp Business, al 30,8%. La gestione è prevalentemente interna, nel 69,2% dei casi, mentre la frequenza di pubblicazione resta disomogenea, con aziende che pubblicano una volta a settimana o saltuariamente, entrambe al 30,8%.

L’intelligenza artificiale emerge come uno degli ambiti di maggiore interesse e potenziale sviluppo. Il 15,4% delle imprese dichiara di utilizzarla regolarmente, il 7,7% è in fase di test, il 15,4% la usa solo a livello individuale, mentre il 38,5% la sta valutando e il 23,1% non la utilizza. Le principali applicazioni riguardano marketing e contenuti, indicati dal 53,8% delle aziende, seguiti da analisi dati e ricerche di mercato e da customer care e vendite, entrambi al 15,4%, oltre a traduzioni e localizzazione dei contenuti. In prospettiva, le imprese chiedono maggiore supporto soprattutto su strategia digitale, social media e advertising e AI applicata al business, confermando il bisogno di accompagnamento, competenze e strumenti operativi per trasformare il digitale in una leva concreta di crescita internazionale.

L’iniziativa ha confermato come anche il tessuto imprenditoriale cosentino guardi con crescente attenzione al digitale quale strumento strategico per affrontare i mercati internazionali. Il forte interesse emerso durante la giornata dimostra la necessità di continuare a creare occasioni di confronto, aggiornamento e accompagnamento concreto per le PMI del territorio. Dopo la tappa di Cosenza, il roadshow DigIT Export Day proseguirà con l’appuntamento conclusivo di Milano, previsto l’11 giugno.
